Delaware Government and Legislative Update

The Delaware General Assembly will not return for Joint Finance Committee hearings on March 17, 2020. The current legislative recess is extended until at least March 24, 2020. As of this Friday, March 13, 2020, Legislative Hall is closed to the public. A full list of cancelled legislative meetings can be found here. Governor John Carney also declared a State of Emergency. The Emergency Declaration can be found here. Public meetings may be conducted electronically, and price gouging is prohibited during the outbreak. Non-essential public gatherings of over 100 persons are prohibited. A key takeaway for the Delaware Healthcare Industry is the Health Department’s recommendation that nursing homes and similar facilities end visitation. Section 8 of the Emergency Declaration contains heightened screening, staff monitoring and cleaning requirements for facilities serving older adults, including nursing homes, hospice providers, skilled nursing facilities and rehabilitation facilities.
